T\u00fcrkiye\u2019de <a href=\"https:\/\/www.resmigazete.gov.tr\/eskiler\/2020\/03\/20200308-7.htm\">2020 y\u0131l\u0131nda yap\u0131lan mevzuat de\u011fi\u015fikli\u011fi ile<\/a> birlikte hibrit santral kurulabilmekte ve mevcut santraller hibrite d\u00f6n\u00fc\u015ft\u00fcr\u00fclebilmektedir. 2023 y\u0131l\u0131 sonu itibar\u0131yla, T\u00fcrkiye\u2019de \u00fcretim yapan ve planlama a\u015famas\u0131nda olan 240 hibrit santralin t\u00fcm\u00fcn\u00fcn yard\u0131mc\u0131 kayna\u011f\u0131 g\u00fcne\u015ftir.<\/p>\n<p>Hibrit santralin par\u00e7as\u0131 olarak g\u00fcne\u015f, santralde daha fazla \u00fcretim yap\u0131lmas\u0131na olanak sa\u011flamakta ve ana kaynak ile ayn\u0131 ba\u011flant\u0131 noktas\u0131n\u0131 kulland\u0131\u011f\u0131ndan altyap\u0131 maliyetlerini azaltmaktad\u0131r. Di\u011fer yenilenebilir kaynaklar ile g\u00fcne\u015f enerjisi potansiyelinin beraber de\u011ferlendirilmesine olanak sa\u011flayan hibrit g\u00fcne\u015f santralleri, T\u00fcrkiye\u2019nin temiz enerji hedeflerine ula\u015fmas\u0131na yard\u0131mc\u0131 olabilir.<\/p>\n<\/div>\n        \n              <\/div>\n                <\/div>\n\n\n  <\/div>\n<\/div>\n\n\n<div class=\"section text-block whites padding-small\">\n  <div class=\"container\">\n    <div class=\"row\">\n                  <div class=\"column\">\n                          <div class=\"w-richtext\"><h4>Hibrit santraller ile birlikte g\u00fcne\u015f kapasitesi r\u00fczgar\u0131 geride b\u0131rakt\u0131<\/h4>\n<p><a href=\"https:\/\/ytbsbilgi.teias.gov.tr\/ytbsbilgi\/frm_istatistikler.jsf\">Resmi kurulu g\u00fc\u00e7 istatistiklerine g\u00f6re<\/a> 2023 y\u0131l\u0131n\u0131n sonunda g\u00fcne\u015f 11,7 GW, r\u00fczgar ise 11,8 GW kapasiteye ula\u015fm\u0131\u015ft\u0131r. Ancak bu verilerde hibrit santrallerde yard\u0131mc\u0131 kaynak olarak kurulu kapasitelere yer verilmemektedir. Enerji Piyasas\u0131 D\u00fczenleme Kurumunun (EPDK) <a href=\"https:\/\/lisans.epdk.gov.tr\/epvys-web\/faces\/pages\/lisans\/elektrikUretim\/elektrikUretimOzetSorgula.xhtml?lisansDurumu=7\">elektrik \u00fcretim lisans\u0131 veritaban\u0131na g\u00f6re<\/a> T\u00fcrkiye\u2019de 2024 itibar\u0131yla hibrit santrallerde 510 MW g\u00fcne\u015f kapasitesi mevcuttur. Dolay\u0131s\u0131yla, toplam g\u00fcne\u015f kapasitesi 12,2 GW ile r\u00fczgar\u0131 ge\u00e7mi\u015ftir.<\/p>\n<p>Resmi istatistiklerde hibrit kapasitesine yer verilmemesi, bu veriler \u00fczerinden yap\u0131lan analiz ve planlamalar\u0131n isabetlili\u011fine zarar vermektedir. Toplam g\u00fcne\u015f kurulu g\u00fcc\u00fcn\u00fcn %4,2\u2019sini olu\u015fturan hibrit g\u00fcne\u015f kapasitesi, kapasiteye g\u00f6re kaynak s\u0131ralamas\u0131n\u0131 dahi de\u011fi\u015ftirecek boyuta ula\u015ft\u0131\u011f\u0131ndan resmi istatistiklere dahil edilmesi gerekmektedir.<\/p>\n<\/div>\n        \n              <\/div>\n                <\/div>\n\n\n  <\/div>\n<\/div>\n\n\n<div class=\"section embed-block singlecolumn whites padding-small\">\n    <div class=\"container\">\n                        <div class=\"row\">\n\n                                          <div class=\"flourish-embed flourish-interactive diagram\" data-src=\"visualisation\/16790094?253986\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n                                    <\/div>\n          <div class=\"row\">\n            <div class=\"column\">\n\n              \n\n\n            <\/div>\n          <\/div>\n                        <\/div>\n  <\/div>\n\n\n\n<div class=\"section text-block whites padding-small\">\n  <div class=\"container\">\n    <div class=\"row\">\n                  <div class=\"column\">\n                          <div class=\"w-richtext\"><h4>Hibrit g\u00fcne\u015f kapasitesi r\u00fczgar santrallerinde yo\u011funla\u015f\u0131yor<\/h4>\n<p>Hibrit santrallere ana kaynak t\u00fcr\u00fcne g\u00f6re bak\u0131ld\u0131\u011f\u0131nda, kapasitenin r\u00fczgar santrallerinde yo\u011funla\u015ft\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. Yard\u0131mc\u0131 kaynak olarak g\u00fcne\u015f kapasitesinin %63\u2019\u00fc ana kayna\u011f\u0131 r\u00fczgar olan 14 santralde kuruludur.<\/p>\n<p>G\u00fcne\u015f ve r\u00fczgar, <a href=\"https:\/\/seffaflik.epias.com.tr\/electricity\/electricity-generation\/ex-post-generation\/real-time-generation\">saatlik \u00fcretimleri<\/a> aras\u0131ndaki ters ili\u015fki sebebiyle birbirlerini tamamlay\u0131c\u0131 \u00f6zelli\u011fe sahip kaynaklard\u0131r. 2021 ile 2023 y\u0131llar\u0131 aras\u0131nda T\u00fcrkiye\u2019de r\u00fczgar ve g\u00fcne\u015fin saatlik elektrik \u00fcretimleri aras\u0131ndaki korelasyon -0,08 ile -0,14 aras\u0131nda ger\u00e7ekle\u015fmi\u015ftir. Dolay\u0131s\u0131yla r\u00fczgar-g\u00fcne\u015f hibrit santrallerinde bir kaynaktan \u00fcretimin d\u00fc\u015f\u00fck oldu\u011fu zamanlarda di\u011fer kaynaktan g\u00f6rece daha y\u00fcksek \u00fcretim yap\u0131larak daha istikrarl\u0131 bir \u00fcretim profili sa\u011flanmaktad\u0131r.<\/p>\n<p>Hidroelektrik, 80 MW\u2019l\u0131k yard\u0131mc\u0131 kaynak g\u00fcne\u015f enerjisi santrali (GES) ile r\u00fczgar\u0131n ard\u0131ndan ikinci s\u0131rada gelmesine kar\u015f\u0131n, bu kapasitenin tamam\u0131 \u00fclkedeki tek hidroelektrik-g\u00fcne\u015f hibrit santrali olan A\u015fa\u011f\u0131 Kalek\u00f6y Hidroelektrik Santrali (HES)\u2019nde kuruludur. Geriye kalan 110 MW\u2019l\u0131k hibrit g\u00fcne\u015f kapasitesi ise di\u011fer ana kaynaklara sahip santrallerde bulunmaktad\u0131r.<\/p>\n<\/div>\n        \n              <\/div>\n                <\/div>\n\n\n  <\/div>\n<\/div>\n\n\n<div class=\"section embed-block singlecolumn whites padding-small\">\n    <div class=\"container\">\n                        <div class=\"row\">\n\n                                          <div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/16667285?253986\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n                                    <\/div>\n          <div class=\"row\">\n            <div class=\"column\">\n\n              \n\n\n            <\/div>\n          <\/div>\n                        <\/div>\n  <\/div>\n\n\n\n<div class=\"section text-block whites padding-small\">\n  <div class=\"container\">\n    <div class=\"row\">\n                  <div class=\"column\">\n                          <div class=\"w-richtext\"><p>28 ilde hibrit santral bulunmak ile beraber, kapasite da\u011f\u0131l\u0131m\u0131 belirli illerde yo\u011funla\u015fm\u0131\u015ft\u0131r. En y\u00fcksek hibrit GES kapasitesine ev sahipli\u011fi yapan iller, her birinde birer hibrit santrali bulunan U\u015fak (82 MW), Bing\u00f6l (80 MW) ve Sivas (50 MW)\u2019t\u0131r. Bu \u00fc\u00e7 il birlikte toplam hibrit GES kurulu g\u00fcc\u00fcn\u00fcn %42\u2019sini bar\u0131nd\u0131rmaktad\u0131r. Kapasitenin %15\u2019lik bir k\u0131sm\u0131 ise hem r\u00fczgar \u00fcretimi bulunan, hem de <a href=\"https:\/\/ember-climate.org\/tr\/veriler\/veri-araclari\/il-duzeyinde-veriler\/\">g\u00fcne\u015f potansiyelinin y\u00fcksek oldu\u011fu<\/a> Konya (36 MW) ve Karaman (40 MW) illerinde yer almaktad\u0131r.<\/p>\n<\/div>\n        \n              <\/div>\n                <\/div>\n\n\n  <\/div>\n<\/div>\n\n\n<div class=\"section text-block whites padding-small\">\n  <div class=\"container\">\n    <div class=\"row\">\n                  <div class=\"column\">\n                          <div class=\"w-richtext\"><h4>Hibrit g\u00fcne\u015ften elektrik \u00fcretimi 800 GWh\u2019e yakla\u015ft\u0131<\/h4>\n<p>Hibrit santral kurulu g\u00fc\u00e7 verileri ve bulunduklar\u0131 illerin <a href=\"https:\/\/ember-climate.org\/tr\/veriler\/veri-araclari\/il-duzeyinde-veriler\/\">g\u00fcne\u015f potansiyeli<\/a> kullan\u0131larak \u00fcretim tahmini yap\u0131ld\u0131\u011f\u0131nda, y\u0131ll\u0131k 798 GWh \u00fcretim miktar\u0131 hesaplanm\u0131\u015ft\u0131r. Bu miktar T\u00fcrkiye\u2019nin 2023 y\u0131l\u0131 toplam g\u00fcne\u015f enerjisi \u00fcretiminin %4,2\u2019lik bir k\u0131sm\u0131na denk gelmektedir.<\/p>\n<p>Ekim ay\u0131nda yap\u0131lan <a href=\"https:\/\/www.resmigazete.gov.tr\/eskiler\/2023\/10\/20231014-2.htm\">yeni d\u00fczenlemeye g\u00f6re<\/a>, yard\u0131mc\u0131 kaynak elektrik \u00fcretiminin y\u0131ll\u0131k olarak her Ocak ay\u0131n\u0131n 10\u2019una kadar bildirilmesi gerekmektedir. Hibrit santrallerde yard\u0131mc\u0131 kayna\u011f\u0131n saatlik elektrik \u00fcretimi 1 Kas\u0131m 2023 tarihinden itibaren <a href=\"https:\/\/seffaflik.epias.com.tr\/electricity\/electricity-generation\/ex-post-generation\/real-time-generation\">yay\u0131nlanmaya ba\u015flam\u0131\u015ft\u0131r<\/a>. Kas\u0131m 2023 \u00f6ncesi elektrik \u00fcretim verilerinde ise hibrit GES \u00fcretimi ana kaynak \u00fcretimine dahil edilmektedir.<\/p>\n<p>Y\u0131ll\u0131k olarak TWh seviyesine yakla\u015fm\u0131\u015f hibrit GES \u00fcretiminin ge\u00e7mi\u015f aylar\u0131n istatistiklerinde ba\u015fka kaynaklar\u0131n \u00fcretimi olarak g\u00f6r\u00fcnmesi, her ge\u00e7en g\u00fcn artan hibrit kapasitesi nedeniyle elektrik \u00fcretim verilerinin g\u00fcvenilirli\u011fine zarar vermektedir.<\/p>\n<\/div>\n        \n              <\/div>\n                <\/div>\n\n\n  <\/div>\n<\/div>\n\n\n<div class=\"section text-block whites padding-small\">\n  <div class=\"container\">\n    <div class=\"row\">\n                  <div class=\"column\">\n                          <div class=\"w-richtext\"><h4>Toplam g\u00fcne\u015f kapasitesinin %16\u2019s\u0131na ula\u015fan proje stoku<\/h4>\n<p>Mevcut hibrit GES kurulu g\u00fcc\u00fcn\u00fcn yakla\u015f\u0131k d\u00f6rt kat\u0131na denk gelen kapasite i\u00e7in izin s\u00fcre\u00e7leri tamamlanm\u0131\u015ft\u0131r. 2023 sonu itibar\u0131yla \u00fcretim lisans\u0131 y\u00fcr\u00fcrl\u00fckte olan ancak kurulumu hen\u00fcz ger\u00e7ekle\u015fmemi\u015f 1,9 GW hibrit GES kapasitesi mevcuttur. Ba\u015fka bir deyi\u015fle, toplam GES kurulu g\u00fcc\u00fcn\u00fcn %16\u2019s\u0131na denk bir proje stoku bulunmaktad\u0131r. Bu kapasitenin %62\u2019si r\u00fczgar santrallerine, %13\u2019\u00fc ise hidroelektrik santrallerine tahsis edilmi\u015ftir.<\/p>\n<p>Kurulu g\u00fc\u00e7 ile benzer \u015fekilde, GES kurulumu hen\u00fcz ger\u00e7ekle\u015fmemi\u015f hibrit santrallerin %60\u2019\u0131, r\u00fczgardan \u00fcretimde ve g\u00fcne\u015f potansiyelinde \u00f6ne \u00e7\u0131kan on ilde bulunmaktad\u0131r. Proje stoku a\u00e7\u0131s\u0131ndan ilk be\u015f il aras\u0131nda olan \u00c7anakkale (178 MW), Manisa (138 MW) ve Bal\u0131kesir (122 MW), ayn\u0131 zamanda <a href=\"https:\/\/ember-climate.org\/tr\/veriler\/veri-araclari\/il-duzeyinde-veriler\/\">r\u00fczgar enerjisi \u00fcretiminde lider illerdir<\/a>. 212 MW ile en b\u00fcy\u00fck proje stokuna sahip Konya ve 82 MW ile sekizinci s\u0131radaki Kahramanmara\u015f ise g\u00fcne\u015f potansiyeli y\u00fcksek \u015fehirler aras\u0131ndad\u0131r.<\/p>\n<\/div>\n        \n              <\/div>\n                <\/div>\n\n\n  <\/div>\n<\/div>\n\n\n<div class=\"section text-block whites padding-small\">\n  <div class=\"container\">\n    <div class=\"row\">\n                  <div class=\"column\">\n                          <div class=\"w-richtext\"><h4>Y\u00fczer g\u00fcne\u015f santralleri hibrit kapasitesinin itici g\u00fcc\u00fc olabilir<\/h4>\n<p>T\u00fcrkiye\u2019nin <a href=\"https:\/\/www.aa.com.tr\/tr\/ekonomi\/turkiyenin-yuzer-ges-potansiyeli-80-bin-megavat-olarak-hesaplaniyor\/3127292\">80 GW\u2019l\u0131k y\u00fczer GES potansiyeli<\/a> olsa da, hen\u00fcz hibrit santralin bir par\u00e7as\u0131 olarak herhangi bir y\u00fczer GES devreye al\u0131nmam\u0131\u015ft\u0131r. Mevcut tek hibrit hidroelektrik santral olan A\u015fa\u011f\u0131 Kalek\u00f6y HES\u2019te g\u00fcne\u015f panelleri <a href=\"https:\/\/www.aa.com.tr\/tr\/gundem\/turkiyenin-ilk-avrupanin-en-buyuk-hibrit-enerji-santrali-bingol-de-hizmete-girdi\/2416097#:~:text=1%20milyon%20metrekarelik%20arazi%20%C3%BCzerine%20kurulan%20GES%27te\">arazi \u00fczerine<\/a> kurulmu\u015ftur.<\/p>\n<p>Hidroelektrik santrallerde GES kurulumunun bir\u00e7ok avantaj\u0131 bulunmaktad\u0131r. Tesiste halihaz\u0131rda \u015febeke altyap\u0131s\u0131n\u0131n bulunmas\u0131 ve barajl\u0131 santrallerde uygun arazi gereksinimi olmaks\u0131z\u0131n rezervuar \u00fczerine y\u00fczer GES kurulabilmesi bunlardan baz\u0131lar\u0131d\u0131r. Buna ek olarak y\u00fczer GES ve hidroelektrik, elektrik \u00fcretimi a\u00e7\u0131s\u0131nda da birbirlerini desteklemektedir. Su y\u00fczeyine kurulan paneller <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S1876610218309858\">buharla\u015fmay\u0131 azaltt\u0131\u011f\u0131ndan<\/a>, depolanan su hidroelektrik \u00fcretimi i\u00e7in daha verimli kullan\u0131labilmektedir. Suyun so\u011futucu etkisi ise panellerin <a href=\"https:\/\/www.mdpi.com\/1996-1073\/14\/24\/8336\">\u00fcretim verimlili\u011fini art\u0131rmaktad\u0131r<\/a>.<\/p>\n<p>Ocak ay\u0131nda sunulan ve baraj g\u00f6lleri \u00fczerinde GES uygulamalar\u0131na izin veren <a href=\"https:\/\/cdn.tbmm.gov.tr\/KKBSPublicFile\/D28\/Y2\/T2\/WebOnergeMetni\/b59d1ba4-518f-4ca0-ab31-396bdc5f724a.pdf\">kanun teklifi<\/a> ile y\u00fczer GES potansiyelinin de\u011ferlendirilmesi y\u00f6n\u00fcnde ilk ad\u0131m at\u0131lm\u0131\u015ft\u0131r. Teklif kapsam\u0131nda, santral rezervuarlar\u0131n\u0131n <a href=\"https:\/\/enerji.gov.tr\/eigm-yenilenebilir-enerji-uretim-faaliyetleri-yeka-modeli\">Yenilenebilir Enerji Kaynak Alan\u0131<\/a> (YEKA) olarak belirlenerek y\u00fczer GES ihaleleri d\u00fczenlenmesinin ve hibrit santraller i\u00e7in tahsis edilen yard\u0131mc\u0131 kaynak g\u00fcne\u015f kapasitesinin su y\u00fczeyine de kurulabilmesinin \u00f6n\u00fc a\u00e7\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>Devlete ait, geni\u015f baraj g\u00f6llerine sahip hidroelektrik santrallerde YEKA ihaleleri arac\u0131l\u0131\u011f\u0131yla y\u00fczer GES kurulumu ger\u00e7ekle\u015ftirilebilir. Elektrik \u00dcretim Anonim \u015eirketi (E\u00dcA\u015e) taraf\u0131ndan i\u015fletilen ve T\u00fcrkiye\u2019nin en b\u00fcy\u00fck on hidroelektrik santrali aras\u0131nda olan Atat\u00fcrk, Karakaya, Keban, Il\u0131su ve Birecik HES\u2019te su y\u00fczeyinin %10\u2019luk bir k\u0131sm\u0131na panel kuruldu\u011fu varsay\u0131l\u0131rsa <a href=\"https:\/\/ember-climate.org\/tr\/insights\/in-brief\/hibrit-santraller-ile-gunes-kapasitesi-ruzgari-geride-birakti#Metodoloji\">17 GW y\u00fczer GES potansiyeli<\/a> ortaya \u00e7\u0131kmaktad\u0131r. Bu potansiyelin 7,7 GW\u2019l\u0131k k\u0131sm\u0131 yaln\u0131zca Atat\u00fcrk Baraj\u0131\u2019ndan kaynaklanmaktad\u0131r.<\/p>\n<p>Bu be\u015f santral, ayn\u0131 zamanda g\u00fcne\u015f enerjisi \u00fcretimi i\u00e7in avantajl\u0131 bir b\u00f6lgede konumlanm\u0131\u015ft\u0131r. Bu kapasitenin \u00fc\u00e7te biri (429 MW), yaln\u0131zca \u00fc\u00e7 ay i\u00e7erisinde da\u011f\u0131t\u0131lm\u0131\u015ft\u0131r. Y\u0131l\u0131n \u00fc\u00e7\u00fcnc\u00fc \u00e7eyre\u011finde ise kapasite da\u011f\u0131t\u0131m\u0131 yava\u015flayarak 171 MW seviyesine gerilemi\u015ftir. Eyl\u00fcl ay\u0131nda <a href=\"https:\/\/www.gensed.org\/assets\/attachments\/dosyalar\/Kapasite-Tahsisleri-Hakk%C4%B1nda-Duyuru-TE%C4%B0A%C5%9E.pdf\">%15 s\u0131n\u0131r\u0131n\u0131n kald\u0131r\u0131lmas\u0131<\/a> sonucu kapasite da\u011f\u0131t\u0131m\u0131 h\u0131zlanm\u0131\u015f ve son \u00e7eyrekte santraller taraf\u0131ndan 554 MW kapasite kullan\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>Yard\u0131mc\u0131 kaynak kurulu g\u00fc\u00e7 s\u0131n\u0131r\u0131n\u0131n kald\u0131r\u0131lmas\u0131n\u0131n ard\u0131ndan kapasite ba\u015fvurular\u0131nda g\u00f6r\u00fclen art\u0131\u015f, bu uygulaman\u0131n hibrit santraller i\u00e7in bir engel te\u015fkil etmi\u015f oldu\u011funu g\u00f6stermektedir. Nitekim, 2023 y\u0131l\u0131 sonu itibar\u0131yla kapasite tahsisi tamamlanm\u0131\u015f hibrit santrallerde, yard\u0131mc\u0131 kaynak kapasitesinin ana kayna\u011fa oran\u0131 ortalama %30\u2019dur.<\/p>\n<p>Hibrit santraller i\u00e7in 2022 y\u0131l\u0131ndan geriye kalan 161 MW kapasite, Mart 2023\u2019te <a href=\"https:\/\/www.gensed.org\/assets\/attachments\/dosyalar\/Kapasite-Tahsisleri-Hakk%C4%B1nda-Duyuru-Mart-2023.pdf\">1 GW\u2019a y\u00fckseltilmi\u015ftir<\/a>. 2023 y\u0131l\u0131n\u0131n ikinci \u00e7eyre\u011finde toplam kapasitenin %83\u2019\u00fc da\u011f\u0131t\u0131lmak ile birlikte, 12 kapasite tahsis b\u00f6lgesinden sekizinde tahsis edilen toplam 720 MW\u2019\u0131n tamam\u0131 yaln\u0131zca bir ay i\u00e7erisinde t\u00fckenmi\u015ftir. Zira, 2021 y\u0131l\u0131nda hibrit santraller \u00f6nceliklendirilerek tahsis edilece\u011fi duyurulan <a href=\"https:\/\/www.gensed.org\/assets\/attachments\/dosyalar\/B%C3%B6lgesel-Kapasiteler.pdf\">1 GW kapasitenin<\/a> miktar\u0131, g\u00fcne\u015f kapasitesi planlamalar\u0131na dayanarak de\u011fil, iptal olan r\u00fczgar projelerinden kalan kapasite baz al\u0131narak belirlenmi\u015ftir.
