K\u00f6m\u00fcre dayal\u0131 santrallerden kaynaklanan emisyonun y\u0131ll\u0131k art\u0131\u015f h\u0131z\u0131 2012-2023 y\u0131llar\u0131 aras\u0131nda %6,2 oldu.<\/p>\n<p>Di\u011fer yandan T\u00fcrkiye\u2019deki k\u00f6m\u00fcr rezervlerinin \u00e7ok b\u00fcy\u00fck bir k\u0131sm\u0131n\u0131n \u0131s\u0131l de\u011ferinin d\u00fc\u015f\u00fck olmas\u0131, birim elektrik \u00fcretimi i\u00e7in y\u00fcksek miktarlarda k\u00f6m\u00fcr t\u00fcketilmesini gerektirmektedir. Linyit yak\u0131tl\u0131 santrallerde 1 MWh elektrik \u00fcretimi i\u00e7in ortalama 1.700 kg k\u00f6m\u00fcr t\u00fcketilirken \u0131s\u0131l de\u011feri yerli k\u00f6m\u00fcre g\u00f6re y\u00fcksek olan ithal k\u00f6m\u00fcr yak\u0131tl\u0131 santrallerde 1 MWh elektrik \u00fcretimi i\u00e7in 350 kg k\u00f6m\u00fcr kullan\u0131ld\u0131. Yerli k\u00f6m\u00fcr santrallerinde ar\u0131za kaynakl\u0131 kay\u0131plar ger\u00e7ekle\u015fen \u00fcretimin %31\u2019ine e\u015fitken ithal k\u00f6m\u00fcrde bu oran %13 olarak ger\u00e7ekle\u015fti. \u00dcretimlerine oranla en fazla ar\u0131za kaynakl\u0131 \u00fcretim kayb\u0131 ya\u015fayan on santralin dokuzunu yerli k\u00f6m\u00fcr santralleri olu\u015fturdu. Bu \u00fcretim, ayn\u0131 zamanda toplam \u00fcretimdeki k\u00f6m\u00fcr pay\u0131n\u0131 \u00fc\u00e7te birin (%36) \u00fczerine \u00e7\u0131kartm\u0131\u015ft\u0131r. K\u00f6m\u00fcrden elektrik \u00fcretimindeki art\u0131\u015f\u0131n itici g\u00fcc\u00fc ithal k\u00f6m\u00fcr yak\u0131tl\u0131 santral kurulumlar\u0131ndan kaynaklanm\u0131\u015ft\u0131r.<\/p>\n<p>T\u00fcrkiye\u2019de ithal k\u00f6m\u00fcr\u00fcn elektrik \u00fcretimi i\u00e7erisindeki pay\u0131 2015 itibariyle yerli k\u00f6m\u00fcr pay\u0131n\u0131 ge\u00e7mi\u015ftir. Son on y\u0131lda k\u00f6m\u00fcrl\u00fc santrallerde kapasite %65 artarken y\u0131ll\u0131k k\u00f6m\u00fcrden elektrik \u00fcretimi 64 TWh\u2019ten 118 TWh de\u011ferine ula\u015farak neredeyse iki kat\u0131na \u00e7\u0131km\u0131\u015ft\u0131r.\u00a0Yeni kurulan ithal k\u00f6m\u00fcr santralleri ile ithal k\u00f6m\u00fcrden \u00fcretilen elektri\u011fin toplam elektrik \u00fcretimindeki pay\u0131, 2013 y\u0131l\u0131nda %12 iken 2023\u2019te %22\u2019ye y\u00fckselmi\u015ftir. Yerli k\u00f6m\u00fcrden elektrik \u00fcretiminin toplam \u00fcretim i\u00e7erisindeki pay\u0131 ise 2013 y\u0131l\u0131na g\u00f6re sabit kalm\u0131\u015ft\u0131r.<\/p>\n<p>Ayr\u0131ca, k\u00f6m\u00fcrden elektrik \u00fcretiminin pay\u0131n\u0131n yak\u0131n gelecekte d\u00fc\u015fmeyece\u011fi \u00f6ng\u00f6r\u00fclmektedir. T\u00fcrkiye\u2019de Enerji Piyasas\u0131 D\u00fczenleme Kurumu\u2019nun (EPDK) elektrik sekt\u00f6r\u00fc\u00a0<a href=\"https:\/\/www.epdk.gov.tr\/Detay\/Icerik\/3-0-86\/elektriklisans-islemleri\">lisans veri taban\u0131na<\/a>\u00a0g\u00f6re i\u015fletmede 51 adet k\u00f6m\u00fcr yak\u0131tl\u0131 termik santral bulunmaktad\u0131r. Santrallerden 13 adedi ithal, 33 adedi linyit, 4 adedi yerli ta\u015f k\u00f6m\u00fcr\u00fc ve 1 adedi asfaltit k\u00f6m\u00fcr kullanmaktad\u0131r.<\/p>\n<p>Linyit yak\u0131tl\u0131 santrallerin toplam kurulu g\u00fcc\u00fc 10 GW iken kamu \u015firketi olan Elektrik \u00dcretim Anonim \u015eirketi (E\u00dcA\u015e) sahipli\u011findeki linyit santralleri 2,4 GW\u2019l\u0131k kapasiteye sahiptir. E\u00dcA\u015e b\u00fcnyesinde, linyit yak\u0131tl\u0131 santraller haricinde k\u00f6m\u00fcr santrali bulunmamaktad\u0131r. \u0130thal k\u00f6m\u00fcr yak\u0131tl\u0131 santrallerde 11 GW, ta\u015f k\u00f6m\u00fcrl\u00fc santrallerde 841 MW ve asfaltit santralinde 405 MW\u2019l\u0131k kurulu elektrik \u00fcretim kapasitesi bulunmaktad\u0131r. Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131 (ETKB) taraf\u0131ndan haz\u0131rlanan\u00a0<a href=\"https:\/\/enerji.gov.tr\/Media\/Dizin\/EIGM\/tr\/Raporlar\/TUEP\/T%C3%BCrkiye_Ulusal_Enerji_Plan%C4%B1.pdf\">Ulusal Enerji Plan\u0131\u2019nda (UEP)<\/a>\u00a0k\u00f6m\u00fcr yak\u0131tl\u0131 santral kurulu g\u00fcc\u00fcn\u00fcn mevcuttaki 22 GW\u2019l\u0131k kapasitesinin 2035 y\u0131l\u0131na kadar 24 GW de\u011ferini ge\u00e7ece\u011fi tahmin edilmektedir. ZETES\u2019i Soma B (8,8 Mt), \u0130sken-Sug\u00f6z\u00fc (8,6 Mt), Hunutlu (8,2 Mt) ve Cenal (7,2 Mt) santralleri izlemi\u015ftir. Dolay\u0131s\u0131yla en y\u00fcksek sal\u0131m ger\u00e7ekle\u015ftiren be\u015f santralin d\u00f6rd\u00fcn\u00fc ithal k\u00f6m\u00fcr santralleri olu\u015fturmu\u015ftur.<\/p>\n<p>\u0130thal k\u00f6m\u00fcr yak\u0131tl\u0131 santraller ile yerli k\u00f6m\u00fcre dayal\u0131 santrallerin kurulu g\u00fc\u00e7leri neredeyse e\u015fit olmas\u0131na ra\u011fmen, 2023 y\u0131l\u0131nda ithal k\u00f6m\u00fcrl\u00fc santraller %50 daha fazla elektrik \u00fcretimi ger\u00e7ekle\u015ftirmi\u015ftir. Buna kar\u015f\u0131n ithal k\u00f6m\u00fcr kaynakl\u0131 emisyonlar, yerli k\u00f6m\u00fcr kaynakl\u0131 emisyonlar ile neredeyse e\u015fittir. T\u00fcrkiye\u2019de E\u00dcA\u015e uhdesinde bulunan linyit santrallerinin enerji verimlilik de\u011ferlerinin son be\u015f y\u0131ll\u0131k ortalamas\u0131 %33,9 olarak ger\u00e7ekle\u015firken \u00f6zel \u015firketler taraf\u0131ndan i\u015fletilen linyit santrallerinde bu oran\u00a0<a href=\"https:\/\/www.teias.gov.tr\/turkiye-elektrik-uretim-iletim-istatistikleri\">%31,5 ile daha d\u00fc\u015f\u00fck ger\u00e7ekle\u015fmi\u015ftir<\/a>. AB ortalamas\u0131 verimlilikte %38 iken AB\u2019nin k\u00f6m\u00fcrden elektrik \u00fcretim liderleri olan Almanya\u2019da\u00a0<a href=\"https:\/\/ec.europa.eu\/eurostat\/statistics-explained\/index.php?title=Production_of_lignite_in_the_EU_-_statistics\">linyit santrallerinin verimi %39,4<\/a>, Polonya\u2019da ise %40,6 seviyesindedir. T\u00fcrkiye\u2019de bulunan ithal ta\u015fk\u00f6m\u00fcr\u00fc ve asfaltit kullan\u0131lan santrallerde ise verimlilik %41,3 olarak hesaplanm\u0131\u015ft\u0131r.<\/p>\n<p>Santrallerin performans\u0131n\u0131 etkileyebilecek olan fakt\u00f6rlerden bir di\u011feri de santral ya\u015flar\u0131d\u0131r. T\u00fcrkiye\u2019de 30 ya\u015f ve \u00fczeri k\u00f6m\u00fcre dayal\u0131 santral kurulu g\u00fcc\u00fc 6 GW ile toplam kurulu k\u00f6m\u00fcr kapasitenin %27\u2019sini temsil etmektedir. Ya\u015flar\u0131 10 ile 30 aral\u0131\u011f\u0131nda 8,8 GW ve 10 ya\u015f alt\u0131nda 6 GW kurulu kapasite bulunmaktad\u0131r. T\u00fcrkiye\u2019de bulunan t\u00fcm k\u00f6m\u00fcrl\u00fc termik santrallerin ya\u015f ortalamas\u0131 21\u2019dir.<\/p>\n<p>T\u00fcrkiye\u2019de k\u00f6m\u00fcr\u00fcn \u0131s\u0131l de\u011ferinin d\u00fc\u015f\u00fck olu\u015fu, i\u00e7eri\u011findeki k\u00fcl, k\u00fck\u00fcrt ve nem oran\u0131n\u0131n y\u00fcksek olmas\u0131, santrallerin d\u00fc\u015f\u00fck verimi ve baz\u0131 santrallerin ekonomik \u00f6mr\u00fcn\u00fc tamamlam\u0131\u015f olmalar\u0131ndan dolay\u0131, bir baz y\u00fck santralinden beklendi\u011fi \u015fekilde elektrik \u00fcretimi her zaman sa\u011flanamamaktad\u0131r. \u00d6yle ki k\u00f6m\u00fcr santrallerinden kayda de\u011fer k\u0131sm\u0131 tam kapasite \u00e7al\u0131\u015famamakta, emre amade kapasiteleri kurulu g\u00fcc\u00fcn olduk\u00e7a gerisinde kalmakta, santraller s\u0131kl\u0131kla ar\u0131za bildiriminde bulunmakta ve saatlik \u00fcretimleri y\u00fcksek de\u011fi\u015fkenlik g\u00f6sterebilmektedir. Son be\u015f y\u0131ll\u0131k ortalamalar dikkate al\u0131nd\u0131\u011f\u0131nda toplam t\u00fcketimin en d\u00fc\u015f\u00fck oldu\u011fu May\u0131s ay\u0131nda elektrik t\u00fcketimi 25 GWh\u2019in alt\u0131na d\u00fc\u015fmezken t\u00fcketimin y\u00fcksek oldu\u011fu A\u011fustos\u2019ta minimum talebin 32 GWh oldu\u011fu g\u00f6r\u00fclmektedir. \u00d6zetle mevsim, hava s\u0131cakl\u0131\u011f\u0131 ve insan davran\u0131\u015flar\u0131na ba\u011fl\u0131 olarak minimum elektrik t\u00fcketimi de\u011fi\u015fmekle birlikte, T\u00fcrkiye\u2019nin s\u00fcrekli elektrik ihtiyac\u0131n\u0131n yakla\u015f\u0131k 20 GWh oldu\u011fu s\u00f6ylenebilir. S\u00fcrekli olarak ger\u00e7ekle\u015fen bu talep baz y\u00fck olarak adland\u0131r\u0131lmaktad\u0131r.<\/p>\n<p>Baz y\u00fck santralleri, s\u00fcrekli olarak sabit miktarda elektrik \u00fcretimi yapan ve elektrik \u015febekesinin minimum talebini kar\u015f\u0131layan santrallerdir. Santraller sabit miktarda elektri\u011fi \u015febekeye sa\u011flarken elektrik sistemindeki dalgalanma ve kesintilerin de azalt\u0131lmas\u0131na katk\u0131da bulunur. Baz y\u00fck santralleri bu nedenle y\u00fcksek kapasite kullan\u0131m oran\u0131 ile \u00e7al\u0131\u015fmaktad\u0131r.\u00a0 Bu santraller, uzun s\u00fcreli ve s\u00fcrekli \u00e7al\u0131\u015ft\u0131klar\u0131 i\u00e7in genellikle d\u00fc\u015f\u00fck i\u015fletme maliyetlerine sahiptir. Bu da ulusal elektrik \u00fcretim maliyetlerinin d\u00fc\u015fmesine katk\u0131da bulunur. Baz y\u00fck santralleri sabit g\u00fc\u00e7te \u00e7al\u0131\u015fmalar\u0131 nedeniyle \u00fcretilen g\u00fc\u00e7te esneklik sa\u011flayamaz ve tasarlanmad\u0131\u011f\u0131 g\u00fc\u00e7lerde \u00e7al\u0131\u015ft\u0131klar\u0131nda verim kay\u0131plar\u0131 ya\u015far.<\/p>\n<p>Yukar\u0131da say\u0131lan \u00f6zelliklerden \u00f6t\u00fcr\u00fc bir baz y\u00fck santrali y\u00fcksek kapasite kullan\u0131m oran\u0131 ile \u00e7al\u0131\u015fmal\u0131d\u0131r. Di\u011fer bir ifadeyle 10 ya\u015f\u0131n \u00fczerindeki santrallerin kapasitelerinin yaln\u0131zca yakla\u015f\u0131k yar\u0131s\u0131yla \u00fcretim yapabilir durumda olduklar\u0131 g\u00f6r\u00fcld\u00fc. Di\u011fer bir ifadeyle kurulu kapasitesi 10,4 GW olan yerli k\u00f6m\u00fcr santrallerinin ortalama emre amade g\u00fc\u00e7leri yaln\u0131zca 5,4 GW olarak ger\u00e7ekle\u015fmi\u015ftir. Ayn\u0131 oran 10 ya\u015f ve alt\u0131ndaki ithal k\u00f6m\u00fcr santralleri i\u00e7in ortalama %5,5 olarak ger\u00e7ekle\u015firken 10 ya\u015f ve \u00fczerindeki ithal k\u00f6m\u00fcr santrallerinde %12 olarak hesaplanm\u0131\u015ft\u0131r.<\/p>\n<p>\u00d6te yandan, \u00fcretimine oranla en fazla ar\u0131za kaynakl\u0131 \u00fcretim kayb\u0131 ya\u015fayan on santralin dokuzunun yerli k\u00f6m\u00fcre dayal\u0131 termik santraller olmas\u0131 dikkat \u00e7ekicidir. Bu durum, yerli k\u00f6m\u00fcr santrallerinin ya\u015flar\u0131n\u0131n ithal k\u00f6m\u00fcr yak\u0131tl\u0131 santrallere g\u00f6re daha y\u00fcksek olmas\u0131, yerli k\u00f6m\u00fcr\u00fcn kimyasal \u00f6zelliklerinin s\u00fcrekli istenilen ko\u015fullarda sa\u011flanamamas\u0131, k\u00f6m\u00fcr\u00fcn \u0131s\u0131l de\u011ferinin d\u00fc\u015f\u00fckl\u00fc\u011f\u00fc ve santrallerin tasar\u0131m de\u011ferlerine uygun olmayacak \u015fekilde d\u00fc\u015f\u00fck kapasitelerde \u00e7al\u0131\u015fmas\u0131yla a\u00e7\u0131klanabilir.<\/p>\n<p>Son \u00fc\u00e7 y\u0131lda ya\u015fanan ar\u0131za s\u00fcreleri de\u011ferlendirildi\u011finde, yerli k\u00f6m\u00fcr santrallerinin TWh elektrik \u00fcretimi ba\u015f\u0131na ortalama 1500 saat ar\u0131zal\u0131 kald\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. Bu s\u00fcre, ithal k\u00f6m\u00fcr santrallerinin ortalama ar\u0131za s\u00fcresine k\u0131yasla be\u015f kat fazlad\u0131r. Birim elektrik \u00fcretimi ba\u015f\u0131na en fazla ar\u0131zal\u0131 kalan on santralin tamam\u0131 yerli k\u00f6m\u00fcre dayal\u0131 santrallerdir.<\/p>\n<p>Santrallerin TE\u0130A\u015e\u2019a bildirdikleri ar\u0131za mesajlar\u0131na bak\u0131ld\u0131\u011f\u0131nda 2023 y\u0131l\u0131 i\u00e7in bildirilen ar\u0131za saatinin \u00fc\u00e7te birinin linyit santralleri taraf\u0131ndan girildi\u011fi g\u00f6r\u00fclmektedir. Mevcut art\u0131\u015f h\u0131z\u0131 g\u00f6z \u00f6n\u00fcnde bulunduruldu\u011funda T\u00fcrkiye\u2019nin emisyon azalt\u0131m hedefinin asl\u0131nda azalt\u0131m de\u011fil, mevcut art\u0131\u015f h\u0131z\u0131n\u0131 korumak anlam\u0131na geldi\u011fi ve iddiadan uzak oldu\u011fu g\u00f6r\u00fclmektedir. Santrallerin mevcut lisans s\u00fcreleri dikkate al\u0131nd\u0131\u011f\u0131nda ve her santralin lisans s\u00fcresi sonunda devreden \u00e7\u0131kar\u0131laca\u011f\u0131 varsay\u0131ld\u0131\u011f\u0131nda k\u00f6m\u00fcre dayal\u0131 kurulu elektrik \u00fcretim kapasitesi 1 GW de\u011ferinin alt\u0131na ancak 2065 y\u0131l\u0131nda d\u00fc\u015fmektedir.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">T\u00fcrkiye\u2019de bulunan k\u00f6m\u00fcre dayal\u0131 santral kaynakl\u0131 emisyonlar\u0131n, UEP ve lisans s\u00fcreleri baz al\u0131nd\u0131\u011f\u0131nda IEA taraf\u0131ndan belirlenen hedef senaryodaki emisyon azalt\u0131m\u0131ndan uzak, hatta tam tersi istikamette ilerledi\u011fi g\u00f6r\u00fclmektedir. Ayr\u0131ca bu tesislerin d\u00f6rtte \u00fc\u00e7\u00fc mevcut fosil yak\u0131tl\u0131 elektrik \u00fcretim santrallerinden <\/span><a href=\"https:\/\/www.iea.org\/reports\/renewables-2023\/executive-summary\"><span style=\"font-weight: 400;\">daha ucuza elektrik \u00fcretebilmektedir<\/span><\/a><span style=\"font-weight: 400;\">. Dahas\u0131, fosil kaynaklara dayal\u0131 elektrik \u00fcretim y\u00f6ntemleri, k\u00fcresel enerji krizlerinden etkilenmekte ve ani fiyat dengesizlikleri neticesinde T\u00fcrkiye gibi fosil yak\u0131tlarda d\u0131\u015fa ba\u011f\u0131ml\u0131 \u00fclkelerin ekonomileri olumsuz etkilemektedir.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Maliyetleri d\u00fc\u015f\u00fc\u015f e\u011filiminde olan temiz teknolojilerinin, eski ve pahal\u0131 fosil yak\u0131t santrallerinin yerine almas\u0131 ka\u00e7\u0131n\u0131lmazd\u0131r. T\u00fcrkiye\u2019nin de bu d\u00f6n\u00fc\u015f\u00fcm\u00fc \u00f6ncelikle elektrik \u015febeke yat\u0131r\u0131mlar\u0131n\u0131, g\u00fcne\u015f ve r\u00fczgar enerjilerinin toplam \u00fcretim i\u00e7erisinde y\u00fcksek paylara ula\u015fmas\u0131na imkan verecek \u015fekilde desteklemesi gerekmektedir. Ard\u0131ndan, baz y\u00fck etkisi az olan yerli k\u00f6m\u00fcr santrallerine verilen kapasite mekanizmas\u0131 gibi desteklerin azalt\u0131lmas\u0131 ve nihayetinde sonland\u0131r\u0131lmas\u0131 \u00f6nemli bir kilometre ta\u015f\u0131 olacakt\u0131r.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">T\u00fcrkiye\u2019nin arz g\u00fcvenli\u011fi endi\u015feleri ile asl\u0131nda emre amadelik oranlar\u0131 olduk\u00e7a d\u00fc\u015f\u00fck olan ve s\u0131kl\u0131kla ar\u0131za yapan bu santrallere destek vermesi, santrallerin zorla da olsa devrede tutulmas\u0131n\u0131 sa\u011flamaktad\u0131r. Devrede kalabilmek i\u00e7in s\u00fcrekli mali destek sa\u011flanmas\u0131 gereken bu santraller yerine yenilenebilir enerji santrallerinin desteklenmesi uzun y\u0131llar boyunca temiz elektri\u011fin daha az maliyet ile \u015febekeye verilmesi anlam\u0131na gelmektedir. Olu\u015fan t\u00fcm karbon emisyonlar\u0131n\u0131n be\u015fte birinin k\u00f6m\u00fcrden elektrik \u00fcretimi kaynakl\u0131 ger\u00e7ekle\u015fti\u011fi g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda k\u00f6m\u00fcrden elektrik \u00fcretiminden temiz kaynaklara ge\u00e7i\u015f T\u00fcrkiye\u2019nin olas\u0131 SKDM maliyetlerini hafifletilmesine katk\u0131 sa\u011flarken ye\u015fil b\u00fcy\u00fcmeyi destekleyecektir. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00d6te yandan T\u00fcrkiye, \u0130klim Kanunu\u2019nu haz\u0131rlayarak emisyon ticaret sistemi olu\u015fturmay\u0131 ve AB\u2019ye ihracat\u0131 bulunan sanayiyi mali olarak korumay\u0131 ama\u00e7lamaktad\u0131r. Kanun kapsam\u0131nda uygulamaya konacak karbon piyasalar\u0131nda kirleten \u00f6der prensibi temel al\u0131narak bu do\u011frultuda k\u00f6m\u00fcr santrallerinin de emisyon kotalar\u0131n\u0131n belirlenmesi ve s\u0131n\u0131rs\u0131z \u015fekilde \u00fccretsiz tahsisat\u0131n sa\u011flanmamas\u0131 gerekmektedir. S\u0131n\u0131rs\u0131z ve \u00fccretsiz tahsisat, kapsam i\u00e7i olan di\u011fer ticari i\u015fletmelere verilmeyen bir imtiyaz olacak ve kirleten \u00f6der prensibine ters d\u00fc\u015ferek kirli kaynaklar\u0131n mali olarak desteklenmesi anlam\u0131na gelecektir. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">K\u00f6m\u00fcr santrallerinin devreden \u00e7\u0131kmad\u0131\u011f\u0131 durumda T\u00fcrkiye elektrik \u015febekesi karbon emisyon fakt\u00f6r\u00fc y\u00fcksek d\u00fczeyde kalacakt\u0131r.
