400;\">COP29 ba\u015flarken dikkatlerin Azerbaycan ve b\u00f6lge \u00fclkelere \u00e7evrilmesiyle birlikte odak noktalar\u0131ndan biri de, yenilenebilir enerjinin \u00f6n\u00fcn\u00fc a\u00e7acak, enterkonneksiyon ve b\u00f6lgesel i\u015fbirli\u011fi odakl\u0131 &#8216;ye\u015fil enerji koridorlar\u0131&#8217; olacak. Orta Asya ve Kafkasya \u00fclkelerinin bu hedefe \u00f6nc\u00fcl\u00fck etmesi ve COP29&#8217;a ev sahipli\u011fi yapan Azerbaycan&#8217;\u0131n \u00f6nemli bir rol oynamas\u0131 bekleniyor.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mevcut sistemler artan elektrik ve gaz talebini kar\u015f\u0131lamakta zorland\u0131\u011f\u0131ndan, Orta Asya yenilenebilir enerjiye \u00f6ncelik vererek enerji gelece\u011fini g\u00fcvence alt\u0131na alabilir. Ancak b\u00f6lgenin eskiyen Sovyet d\u00f6neminden kalma elektrik \u015febekesi, gerekli b\u00fcy\u00fck \u00f6l\u00e7ekli yenilenebilir enerji entegrasyonunu desteklemek i\u00e7in \u00f6nemli yat\u0131r\u0131m ve b\u00f6lgesel i\u015fbirli\u011fi gerektirecektir.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Orta Asya, kom\u015fu \u00fclkeler aras\u0131nda geli\u015ftirilen <\/span><a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/energysource\/central-asias-clean-energy-opportunity-hydropower\/\"><span style=\"font-weight: 400;\">GW \u00f6l\u00e7ekli hidroelektrik projeleri<\/span><\/a><span style=\"font-weight: 400;\"> ile i\u015fbirli\u011fi kapasitesini kan\u0131tlam\u0131\u015f bir b\u00f6lge. B\u00f6lgenin r\u00fczgarl\u0131 kuzeyi ile g\u00fcne\u015fli g\u00fcneyinden faydalan\u0131larak bu i\u015fbirli\u011fi daha da geni\u015fletilebilir.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kazakistan, \u00d6zbekistan, Azerbaycan, T\u00fcrkiye ve Avrupa Birli\u011fi (AB) \u00fclkelerini birbirine ba\u011flamas\u0131 <\/span><a href=\"https:\/\/www.azernews.az\/analysis\/231332.html\"><span style=\"font-weight: 400;\">planlanan ye\u015fil enerji koridorlar\u0131<\/span><\/a><span style=\"font-weight: 400;\">, farkl\u0131 yenilenebilir enerji kaynaklar\u0131n\u0131 bir araya getirerek t\u00fcm b\u00f6lgeye d\u00fc\u015f\u00fck maliyetli, s\u00fcrd\u00fcr\u00fclebilir enerji sa\u011flayabilir.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h4>Orta Asya ve Kafkaslardaki fosil yak\u0131t ba\u011f\u0131ml\u0131l\u0131\u011f\u0131<\/h4>\n<p><span style=\"font-weight: 400;\">Orta Asya ve Kafkaslardaki elektrik \u00fcretimi b\u00fcy\u00fck \u00f6l\u00e7\u00fcde fosil yak\u0131tlara ba\u011f\u0131ml\u0131d\u0131r. T\u00fcrkmenistan (%99), \u00d6zbekistan (%94) ve Azerbaycan (%89) elektriklerinin \u00e7o\u011funu do\u011falgazdan \u00fcretirken, do\u011falgaz b\u00f6lgedeki toplam elektrik \u00fcretiminin yar\u0131s\u0131ndan fazlas\u0131n\u0131 sa\u011flamaktad\u0131r. \u00d6te yandan Kazakistan&#8217;da k\u00f6m\u00fcr, elektrik talebinin %57&#8217;sini kar\u015f\u0131layarak \u00f6nemli bir rol oynarken do\u011falgaz %29&#8217;luk bir katk\u0131 sa\u011flamaktad\u0131r. Hidroelektrik b\u00f6lgedeki tek \u00f6nemli yenilenebilir enerji kayna\u011f\u0131 olup Tacikistan, K\u0131rg\u0131zistan ve G\u00fcrcistan&#8217;da elektri\u011fin %76 ila %88&#8217;ini sa\u011flamaktad\u0131r.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Bu durumun bir sonucu olarak Orta Asya ve Kafkasya&#8217;daki elektrik \u00fcretimi, k\u00f6m\u00fcre ba\u011f\u0131ml\u0131 bir G20 \u00fclkesi olan T\u00fcrkiye&#8217;den, elektrik talebi T\u00fcrkiye\u2019de %8 daha fazla olmas\u0131na ra\u011fmen, %62 daha fazla <\/span><a href=\"https:\/\/ember-energy.org\/data\/electricity-data-explorer\/\"><span style=\"font-weight: 400;\">emisyona yol a\u00e7maktad\u0131r<\/span><\/a><span style=\"font-weight: 400;\"> (y\u0131lda 239 milyon ton CO2).\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>K\u0131s\u0131tl\u0131 \u015febeke ba\u011flant\u0131s\u0131 ve enerji g\u00fcvenli\u011fini sa\u011flamadaki zorluklar<\/b><\/p>\n<p><span style=\"font-weight: 400;\">B\u00f6lgede elektrik arz ve talebini y\u00f6netmek i\u00e7in baz\u0131 \u015febeke ba\u011flant\u0131lar\u0131 olsa da, farkl\u0131 kaynaklardan ger\u00e7ekle\u015ftirilen bir yenilenebilir enerji \u00fcretiminin ekonomik ve enerji g\u00fcvenli\u011fi faydalar\u0131n\u0131 sa\u011flayacak kadar de\u011fildir. \u00d6zbekistan, K\u0131rg\u0131zistan ve Kazakistan&#8217;\u0131n g\u00fcney b\u00f6lgesine ait elektrik \u015febekeleri Orta Asya Birle\u015fik Enerji Sistemi&#8217;nin bir par\u00e7as\u0131 olarak senkronize bir \u015fekilde \u00e7al\u0131\u015fmaktad\u0131r. T\u00fcrkmenistan ise ba\u011f\u0131ms\u0131z do\u011falgaz santralleriyle \u00d6zbekistan \u015febekesine elektrik sa\u011flamaktad\u0131r. \u015eu anda b\u00f6lgede yap\u0131m a\u015famas\u0131nda olan tek <\/span><a href=\"https:\/\/www.casa-1000.org\/construction\/#constrprogress\"><span style=\"font-weight: 400;\">enterkonneksiyon projesi<\/span><\/a><span style=\"font-weight: 400;\"> K\u0131rg\u0131zistan ile Tacikistan aras\u0131ndad\u0131r.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Orta Asya Birle\u015fik Enerji Sistemi elektrik talebini kar\u015f\u0131lamak i\u00e7in kendi kendine yeterli de\u011fildir. Hidroelektri\u011fe ba\u011f\u0131ml\u0131 K\u0131rg\u0131zistan, kendi elektrik \u00fcretimi k\u0131\u015f mevsiminde artan elektrik talebini kar\u015f\u0131lamak i\u00e7in yeterli olmad\u0131\u011f\u0131nda T\u00fcrkmenistan&#8217;dan elektrik ithalat etmektedir. Do\u011falgaz zengini bir di\u011fer \u00fclke \u00d6zbekistan da y\u00fcksek k\u0131\u015f talebini ancak T\u00fcrkmenistan&#8217;\u0131n do\u011falgaz santrallerinden ithalat yaparak kar\u015f\u0131layabilmektedir.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Fosil yak\u0131t rezervlerine ra\u011fmen b\u00f6lge, \u00f6zellikle so\u011fuk k\u0131\u015f d\u00f6nemlerinde konutlarda <\/span><a href=\"https:\/\/www.energypolicy.columbia.edu\/central-asias-overlooked-energy-crisis-what-it-means-for-the-global-gas-market\/\"><span style=\"font-weight: 400;\">elektrik ve gaz kesintileriyle<\/span><\/a><span style=\"font-weight: 400;\"> kar\u015f\u0131 kar\u015f\u0131ya kalmaktad\u0131r. Bir zamanlar net do\u011falgaz ihracat\u00e7\u0131s\u0131 olan Kazakistan, h\u0131zla artan i\u00e7 talep nedeniyle <\/span><a href=\"https:\/\/www.energypolicy.columbia.edu\/central-asias-overlooked-energy-crisis-what-it-means-for-the-global-gas-market\/\"><span style=\"font-weight: 400;\">bu unvan\u0131n\u0131 korumakta zorlanmaktad\u0131r<\/span><\/a><span style=\"font-weight: 400;\">. Buna ek olarak, \u00d6zbekistan&#8217;\u0131n do\u011falgaz \u00fcretimi, yeni gaz sahalar\u0131 i\u00e7in s\u0131n\u0131rl\u0131 potansiyelinin olmas\u0131 nedeniyle, geri d\u00f6n\u00fclemez bir azal\u0131\u015f trendine girerek \u00fclkeyi <\/span><a href=\"https:\/\/kun.uz\/en\/news\/2024\/09\/04\/from-exporter-to-importer-uzbekistans-increasing-dependence-on-foreign-gas#:~:text=Uzbekistan%20has%20long%20been%20a,and%20%24530%20million%20in%202023.\"><span style=\"font-weight: 400;\">do\u011falgaz ithalat\u00e7\u0131s\u0131na<\/span><\/a><span style=\"font-weight: 400;\"> d\u00f6n\u00fc\u015ft\u00fcrm\u00fc\u015ft\u00fcr.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Orta Asya&#8217;da artan enerji talebi b\u00f6lgenin enerji g\u00fcvenli\u011fi i\u00e7in giderek artan bir risk te\u015fkil etmektedir. Hidroelektri\u011fin en yayg\u0131n kaynak oldu\u011fu Tacikistan ve K\u0131rg\u0131zistan dahi potansiyelinden uzaktad\u0131r. Yap\u0131lan \u00e7al\u0131\u015fmalara g\u00f6re Tacikistan&#8217;\u0131n ekonomik olarak uygulanabilir <\/span><a href=\"https:\/\/unece.org\/sites\/default\/files\/2023-11\/EN_Energy%20Connectivity%20in%20Central%20Asia_V2.pdf\"><span style=\"font-weight: 400;\">hidroelektrik potansiyelinin<\/span><\/a><span style=\"font-weight: 400;\"> 264 TWh, K\u0131rg\u0131zistan&#8217;\u0131n ise 55 TWh oldu\u011fu tahmin edilmektedir. <\/span><a href=\"https:\/\/sk.kz\/press-center\/news\/56172\/?lang=ru\"><span style=\"font-weight: 400;\">Kazakistan da 62 TWh<\/span><\/a><span style=\"font-weight: 400;\"> teknik hidroelektrik potansiyeline sahiptir. Hidroelektrik santrallerinin devreye al\u0131nmas\u0131 g\u00fcne\u015f ve r\u00fczgar santrallerine g\u00f6re daha yava\u015f olsa da, b\u00f6lge sosyal ve \u00e7evresel riskleri azaltm\u0131\u015f bir \u015fekilde hidroelektri\u011fin yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131ndan fayda sa\u011flayabilir.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">B\u00f6lge yenilenebilir enerji kaynaklar\u0131 a\u00e7\u0131s\u0131ndan zengin olup farkl\u0131 temiz enerji kaynaklar\u0131 farkl\u0131 alanlarda yo\u011funla\u015fm\u0131\u015ft\u0131r. \u015eebeke ba\u011flant\u0131lar\u0131n\u0131n iyile\u015ftirilmesi, b\u00f6lgenin bu \u00e7ok \u00e7e\u015fitli yenilenebilir enerji potansiyelinden faydalanabilmesini sa\u011flayacakt\u0131r. Bu nedenle Azerbaycan-G\u00fcrcistan-Romanya, \u00d6zbekistan-Kazakistan-Azerbaycan ve Azerbaycan-T\u00fcrkiye&#8217;yi birbirine ba\u011flayan ye\u015fil enerji koridorlar\u0131 b\u00f6lgesel enerji d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fcn h\u0131zland\u0131r\u0131lmas\u0131nda \u00f6nemli bir rol oynayacakt\u0131r. \u00d6te yandan, b\u00f6lgede enerji d\u00f6n\u00fc\u015f\u00fcm\u00fc konusundaki kararl\u0131l\u0131k \u00fclkeden \u00fclkeye de\u011fi\u015fkenlik g\u00f6stermektedir.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h4>Yenilenebilir enerji hedefleri b\u00f6lgede farkl\u0131l\u0131k g\u00f6stermektedir<\/h4>\n<p><span style=\"font-weight: 400;\">Kazakistan, k\u00f6m\u00fcre olan ba\u011f\u0131ml\u0131l\u0131\u011f\u0131na ra\u011fmen, b\u00f6lgede <\/span><a href=\"https:\/\/zerotracker.net\/\"><span style=\"font-weight: 400;\">net s\u0131f\u0131r hedefini yasala\u015ft\u0131ran<\/span><\/a><span style=\"font-weight: 400;\"> ve <\/span><a href=\"https:\/\/icapcarbonaction.com\/system\/files\/document\/icap-2024-status-report-executive-summary_en_240517.pdf\"><span style=\"font-weight: 400;\">emisyon ticaret sistemi<\/span><\/a><span style=\"font-weight: 400;\"> kuran ilk \u00fclkedir. Kazak h\u00fck\u00fcmeti, elektrik \u00fcretimindeki yenilenebilir enerji pay\u0131n\u0131 (b\u00fcy\u00fck hidroelektrik santralleri hari\u00e7) <\/span><a href=\"https:\/\/www.iea.org\/reports\/kazakhstan-2022\/executive-summary\"><span style=\"font-weight: 400;\">2030 y\u0131l\u0131na kadar %15<\/span><\/a><span style=\"font-weight: 400;\">&#8216;e \u00e7\u0131karmay\u0131 hedeflemektedir.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00d6zbekistan, fosil yak\u0131tlara olan mevcut ba\u011f\u0131ml\u0131l\u0131\u011f\u0131na ra\u011fmen yenilenebilir enerji ve depolama alanlar\u0131nda h\u0131zl\u0131 bir art\u0131\u015f planlamaktad\u0131r. 2022 itibariyle \u00d6zbekistan&#8217;\u0131n toplam kurulu g\u00fcc\u00fc yakla\u015f\u0131k 18 GW olup, \u00e7o\u011funlu\u011funu fosil yak\u0131tlar olu\u015fturmaktad\u0131r. \u00dclke 2022 y\u0131l\u0131nda elektri\u011finin %90&#8217;\u0131ndan fazlas\u0131n\u0131 fosil yak\u0131tlardan \u00fcretirken, r\u00fczgar ve g\u00fcne\u015f enerjisinin katk\u0131s\u0131 \u00e7ok k\u0131s\u0131tl\u0131yd\u0131.
