B\u00f6ylece Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131 (ETKB) taraf\u0131ndan haz\u0131rlanan <\/span><a href=\"https:\/\/enerji.gov.tr\/Media\/Dizin\/EIGM\/tr\/Raporlar\/TUEP\/T%C3%BCrkiye_Ulusal_Enerji_Plan%C4%B1.pdf\"><span style=\"font-weight: 400;\">Ulusal Enerji Plan\u0131\u2019ndaki (UEP)<\/span><\/a><span style=\"font-weight: 400;\"> 2025 y\u0131l sonu hedefine (18 GW) 2024 y\u0131l\u0131n\u0131n A\u011fustos ay\u0131 itibariyle ula\u015f\u0131lm\u0131\u015ft\u0131r. Bu hedefe 1,5 y\u0131l \u00f6nceden ula\u015f\u0131lmas\u0131 T\u00fcrkiye&#8217;nin g\u00fcne\u015f enerjisi projelerini h\u0131zl\u0131 bir \u015fekilde hayata ge\u00e7irme kararl\u0131l\u0131\u011f\u0131n\u0131 ortaya koyarken mevcut hedeflerin daha iddial\u0131 bir \u015fekilde revize edilmesi gerekti\u011fini de g\u00f6stermektedir.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Son d\u00f6rt y\u0131lda g\u00fcne\u015f enerji santral kurulumlar\u0131 kesintisiz olarak ivme kazanarak b\u00fcy\u00fcmeye devam etmektedir. Bu d\u00f6nemdeki yeni kurulumlar\u0131n %90\u2019\u0131n\u0131 \u00f6zt\u00fcketim amac\u0131yla kurulan lisanss\u0131z santraller olu\u015fturmaktad\u0131r. Lisanss\u0131z santral kurulumlar\u0131ndaki art\u0131\u015f 2022\u2019de t\u00fcketim noktas\u0131ndan farkl\u0131 bir da\u011f\u0131t\u0131m b\u00f6lgesinde santral kurulmas\u0131na olanak tan\u0131yan <\/span><a href=\"https:\/\/www.aa.com.tr\/tr\/ekonomi\/epdk-elektrik-piyasasinda-lisanssiz-uretim-yonetmeliginde-degisiklige-gitti\/2699744#\"><span style=\"font-weight: 400;\">y\u00f6netmelik de\u011fi\u015fikli\u011fi ile<\/span><\/a><span style=\"font-weight: 400;\"> h\u0131z kazanm\u0131\u015ft\u0131r.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">G\u00fcne\u015fte art\u0131\u015f h\u0131z\u0131 son y\u0131llarda belirgin bir \u015fekilde ivme kazanm\u0131\u015ft\u0131r. Kurulu g\u00fc\u00e7 Temmuz 2022\u2019den Aral\u0131k 2024\u2019e sadece iki bu\u00e7uk y\u0131lda iki kat\u0131na \u00e7\u0131karken, 2022&#8217;den \u00f6nce kurulu g\u00fcc\u00fcn iki kat\u0131na \u00e7\u0131kmas\u0131 51 ay s\u00fcrm\u00fc\u015ft\u00fc. Bu \u00fcretim do\u011falgaz santralleriyle sa\u011flansayd\u0131 fazladan 5,4 milyar dolarl\u0131k do\u011falgaz ithalat\u0131 yap\u0131lmas\u0131 gerekecekti. Ayr\u0131ca 2024&#8217;te do\u011falgaz fiyatlar\u0131 2023\u2019e g\u00f6re <\/span><a href=\"https:\/\/www.ice.com\/products\/27996665\/Dutch-TTF-Natural-Gas-Futures\/data\"><span style=\"font-weight: 400;\">ortalama %18 d\u00fc\u015fmesine ra\u011fmen<\/span><\/a><span style=\"font-weight: 400;\">, artan g\u00fcne\u015ften elektrik \u00fcretimi sayesinde engellenen do\u011falgaz ithalat\u0131\u00a0 2023\u2019e k\u0131yasla %22 artarak y\u0131ll\u0131k 1,7 milyar dolara ula\u015fm\u0131\u015ft\u0131r.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ayn\u0131 d\u00f6nemde g\u00fcne\u015f ve r\u00fczgar enerjisinin toplam elektrik \u00fcretimi, T\u00fcrkiye&#8217;nin 15 milyar dolarl\u0131k do\u011falgaz ithalat\u0131n\u0131 engellemesine yard\u0131mc\u0131 olmu\u015ftur. Bu durum yenilenebilir enerji kurulu g\u00fc\u00e7 hedeflerinin art\u0131r\u0131lmas\u0131n\u0131n T\u00fcrkiye\u2019nin enerjide ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131 g\u00fc\u00e7lendirece\u011fini ve ekonomik faydalar\u0131n\u0131 art\u0131raca\u011f\u0131n\u0131 g\u00f6stermektedir.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">2025 hedeflerinin yan\u0131nda 2030 ve 2035 hedeflerinin de yer ald\u0131\u011f\u0131 UEP, 2023 y\u0131l\u0131nda yay\u0131nlanm\u0131\u015ft\u0131. 2024 Kas\u0131m ay\u0131nda COP29 s\u0131ras\u0131nda \u00c7evre, \u015eehircilik ve \u0130klim De\u011fi\u015fikli\u011fi Bakanl\u0131\u011f\u0131 taraf\u0131ndan yay\u0131nlanan <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/Turkiye_Long_Term_Climate_Strategy.pdf\">Uzun D\u00f6nemli \u0130klim De\u011fi\u015fikli\u011fi Stratejisi (LTS)<\/a> ile 2030 ve 2035 hedefleri g\u00fcncellenmi\u015ftir. LTS ile birlikte 2035 g\u00fcne\u015f kurulu g\u00fcc\u00fc hedefi 77 GW ile daha \u00f6nce UEP\u2019te belirlenen hedefin (53 GW) %45 \u00fcst\u00fcne \u00e7\u0131kar\u0131lm\u0131\u015ft\u0131r.<\/span><\/p>\n<\/div>\n        \n              <\/div>\n                <\/div>\n\n\n  <\/div>\n<\/div>\n\n\n<div class=\"section embed-block singlecolumn whites padding-small\">\n    <div class=\"container\">\n                        <div class=\"row\">\n\n                                          <div class=\"flourish-embed flourish-interactive diagram\" data-src=\"visualisation\/21189704?253986\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img decoding=\"async\" src=\"https:\/\/public.flourish.studio\/visualisation\/21189704\/thumbnail\" width=\"100%\" alt=\"interactive diagram visualization\" \/><\/noscript><\/div>\n                                    <\/div>\n          <div class=\"row\">\n            <div class=\"column\">\n\n              \n\n\n            <\/div>\n          <\/div>\n                        <\/div>\n  <\/div>\n\n\n\n<div class=\"section text-block whites padding-small\">\n  <div class=\"container\">\n    <div class=\"row\">\n                  <div class=\"column\">\n                          <div class=\"w-richtext\"><h4>\u00c7at\u0131, hibrit ve depolamal\u0131 g\u00fcne\u015f santralleri ivmenin devaml\u0131l\u0131\u011f\u0131n\u0131 sa\u011flayabilir<\/h4>\n<p><span style=\"font-weight: 400;\">Batarya depolamal\u0131 santrallerin devreye al\u0131nmas\u0131, hibrit santral kurulumlar\u0131 ve \u00e7at\u0131larda bulunan <\/span><a href=\"https:\/\/ember-energy.org\/tr\/analizler\/catilarda-120-gwtan-fazla-potansiyel-mevcut\/\"><span style=\"font-weight: 400;\">en az 120 GW\u2019l\u0131k g\u00fcne\u015f enerjisi potansiyelinin<\/span><\/a><span style=\"font-weight: 400;\"> hayata ge\u00e7irilmesi ile T\u00fcrkiye\u2019nin g\u00fcne\u015f enerjisi santral kurulumlar\u0131nda yakalad\u0131\u011f\u0131 bu ivme korunabilir.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Birden fazla kaynakla elektrik \u00fcretimin yap\u0131ld\u0131\u011f\u0131 hibrit santraller elektrik \u015febekesindeki mevcut ba\u011flant\u0131 kapasitesinin yenilenebilir enerji kaynaklar\u0131 ile daha verimli de\u011ferlendirilmesine olanak sa\u011flarken ilave \u015febeke yat\u0131r\u0131mlar\u0131n\u0131n \u00f6n\u00fcne ge\u00e7mektedir. 2024 y\u0131l\u0131 sonu itibariyle yard\u0131mc\u0131 kaynak olarak devreye al\u0131nan <\/span><a href=\"https:\/\/ember-energy.org\/tr\/veriler\/\"><span style=\"font-weight: 400;\">1 GW\u2019l\u0131k g\u00fcne\u015f kurulu g\u00fcc\u00fc<\/span><\/a><span style=\"font-weight: 400;\"> bulunurken lisans alm\u0131\u015f 3,5 GW hibrit g\u00fcne\u015f kapasitesi bulunmaktad\u0131r.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ayn\u0131 zamanda halihaz\u0131rda toplam kurulu g\u00fcc\u00fc 14 GW\u2019\u0131n \u00fczerinde olan 412 <\/span><a href=\"https:\/\/lisans.epdk.gov.tr\/epvys-web\/faces\/pages\/lisans\/elektrikUretimOnLisans\/elektrikUretimOnLisansOzetSorgula.xhtml\"><span style=\"font-weight: 400;\">depolamal\u0131 g\u00fcne\u015f enerjisi santrali<\/span><\/a><span style=\"font-weight: 400;\"> \u00f6nlisans alm\u0131\u015ft\u0131r. Bu de\u011fer UEP 2030 hedefinde belirtilen toplam 2,1 GW\u2019l\u0131k depolama kapasitesinin olduk\u00e7a \u00fczerindedir. Sadece depolamal\u0131 g\u00fcne\u015f enerji santrallerinden kaynaklanan bu kapasite, T\u00fcrkiye\u2019nin batarya depolama kapasitesinde \u00e7ok daha iddial\u0131 bir b\u00fcy\u00fcme potansiyeline sahip oldu\u011funu g\u00f6stermektedir. Bu durum da yenilenebilir enerji santrallerinin \u015febekeye entegrasyonunu kolayla\u015ft\u0131rmaktad\u0131r.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Di\u011fer yandan T\u00fcrkiye b\u00fcy\u00fck \u00f6l\u00e7ekli yenilenebilir enerji projelerini hayata ge\u00e7irmek, uygun arazilerin yat\u0131r\u0131mc\u0131ya tahsisini h\u0131zland\u0131rmak ve bu teknolojilerinin \u00fcretiminde yerlile\u015fmeyi te\u015fvik etmek amac\u0131yla <\/span><a href=\"https:\/\/enerji.gov.tr\/eigm-yenilenebilir-enerji-uretim-faaliyetleri-yeka-modeli\"><span style=\"font-weight: 400;\">Yenilenebilir Enerji Kaynak Alan\u0131 (YEKA) modelini<\/span><\/a><span style=\"font-weight: 400;\"> 2016 y\u0131l\u0131nda \u00e7\u0131kar\u0131lan y\u00f6netmelik ile uygulamaya ba\u015flam\u0131\u015ft\u0131r. YEKA kapsam\u0131nda sekiz y\u0131lda 3 GW g\u00fcne\u015f enerjisi ihalesi ger\u00e7ekle\u015ftirilmi\u015f, bunlardan 1,5 GW\u2019l\u0131k kapasite hayata hayata ge\u00e7irilmi\u015f ve 630 MW\u2019l\u0131k k\u0131s\u0131m iptal edilmi\u015ftir.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ayr\u0131ca <\/span><a href=\"https:\/\/mevzuat.gov.tr\/mevzuat?MevzuatNo=22923&amp;MevzuatTur=7&amp;MevzuatTertip=5\"><span style=\"font-weight: 400;\">2024\u2019teki son de\u011fi\u015fiklikler ile YEKA<\/span><\/a><span style=\"font-weight: 400;\"> modeli s\u00fcre\u00e7lerinde yat\u0131r\u0131mc\u0131 lehine iyile\u015ftirilmeye gidilmi\u015f, ihale sonras\u0131ndaki izin s\u00fcre\u00e7leri k\u0131salt\u0131lm\u0131\u015f ve iletim bedeli muafiyeti gibi mali te\u015fvikler getirilmi\u015ftir. Bununla birlikte 2025 y\u0131l\u0131nda ihale edilmesi planlanan 800 MW\u2019l\u0131k g\u00fcne\u015f enerjisi santrali (GES) kapasitesi duyurularak toplam YEKA GES proje stoku 3,8 GW seviyesine ula\u015ft\u0131r\u0131lm\u0131\u015ft\u0131r.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dahas\u0131 ETKB taraf\u0131ndan duyurulan <\/span><a href=\"https:\/\/enerji.gov.tr\/Media\/Dizin\/BHIM\/tr\/Duyurular\/\/Yenilenebilir%20Enerjide%202035%20Yol%20Haritas%C4%B1%20Lansman%20Sunumu_202410221014.pdf\"><span style=\"font-weight: 400;\">Yenilenebilir Enerjide 2035 Yol Haritas\u0131<\/span><\/a><span style=\"font-weight: 400;\">\u2019nda her y\u0131l en az toplam 2 GW\u2019l\u0131k r\u00fczgar ve g\u00fcne\u015f ihalesinin ger\u00e7ekle\u015ftirilmesi \u00f6ng\u00f6r\u00fclmektedir. Bu kapsamda devlete ait b\u00fcy\u00fck barajl\u0131 santrallerde y\u00fczer GES projelerinin de bu ihalelere dahil edilmesi \u00f6nemli bir f\u0131rsat olarak \u00f6ne \u00e7\u0131kmaktad\u0131r. T\u00fcrkiye\u2019nin en az <\/span><a href=\"https:\/\/www.dsi.gov.tr\/Haber\/Detay\/12128\"><span style=\"font-weight: 400;\">53 GW olarak tahmin edilen y\u00fczer GES potansiyeli<\/span><\/a><span style=\"font-weight: 400;\"> g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda, bu projeler hem yenilenebilir enerji kapasitesinin art\u0131r\u0131lmas\u0131na hem de kullan\u0131lmayan su y\u00fczeylerinin de\u011ferlendirilmesine ve buharla\u015fma kaynakl\u0131 su kayb\u0131n\u0131n \u00f6nlenmesine \u00f6nemli katk\u0131lar sa\u011flayacakt\u0131r.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Hibrit santraller, YEKA projeleri ve halihaz\u0131rda geli\u015ftirilmekte olan <a href=\"https:\/\/enerji.gov.tr\/Media\/Dizin\/BHIM\/tr\/Duyurular\/\/Yenilenebilir%20Enerjide%202035%20Yol%20Haritas%C4%B1%20Lansman%20Sunumu_202410221014.pdf\">24 GW&#8217;l\u0131k \u00f6zt\u00fcketime<\/a> dayal\u0131 santraller ile g\u00fcne\u015f enerjisi kapasitesi, 2030 y\u0131l\u0131na kadar g\u00f6re iki bu\u00e7uk kat artarak 55 GW&#8217;\u0131 a\u015fabilir.<\/span><\/p>\n<\/div>\n        \n              <\/div>\n                <\/div>\n\n\n  <\/div>\n<\/div>\n\n\n<a id=\"ruzgarda-ivme-asagi-yonlu\" name=\"ruzgarda-ivme-asagi-yonlu\" class=\"section-anchor-point\"><\/a>\n\n\n<div class=\"section text-block whites padding-small\">\n  <div class=\"container\">\n    <div class=\"row\">\n                  <div class=\"column\">\n                          <div class=\"w-richtext\"><h4><span style=\"font-weight: 400;\">R\u00fczgarda ivme a\u015fa\u011f\u0131 y\u00f6nl\u00fc<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">R\u00fczgar enerjisi kurulu g\u00fcc\u00fc 2024 y\u0131l\u0131nda sadece %6,5 (+770 MW) b\u00fcy\u00fcyerek y\u0131ll\u0131k yeni kurulumlar\u0131n zirveye ula\u015ft\u0131\u011f\u0131 2021 y\u0131l\u0131ndaki de\u011fere (+1,7 GW) k\u0131yasla olduk\u00e7a d\u00fc\u015f\u00fck bir art\u0131\u015f g\u00f6stermi\u015ftir. Yeni kurulum h\u0131zlar\u0131n\u0131n d\u00fc\u015f\u00fck ger\u00e7ekle\u015fmesi beraberinde r\u00fczgar enerjisi kurulu g\u00fcc\u00fc 12,5 GW\u2019a ula\u015farak 2024 y\u0131l\u0131 i\u00e7in <a href=\"https:\/\/enerji.gov.tr\/Media\/Dizin\/SGB\/tr\/Kurumsal_Politikalar\/ETKB_2024-2028_Stratejik_Plani.pdf\">ETKB Stratejik Plan\u0131\u2019nda<\/a> belirlenen 13,3 GW\u2019l\u0131k hedefin de alt\u0131nda kalm\u0131\u015ft\u0131r. Ancak COP29 s\u0131ras\u0131nda yay\u0131nlanan LTS, UEP\u2019e k\u0131yasla hedefi %45 y\u00fckselterek r\u00fczgar kurulu g\u00fcc\u00fcn\u00fcn 2035 y\u0131l\u0131nda 43 GW seviyesine ula\u015faca\u011f\u0131n\u0131 \u00f6ng\u00f6rmektedir. Ancak bug\u00fcne kadar YEKA kapsam\u0131nda r\u00fczgar enerjisine 2,9 GW kapasite tahsis edilmi\u015f olmas\u0131na ra\u011fmen, 2024 y\u0131l\u0131n\u0131n sonunda bu kapasiteden sadece 301 MW\u2019\u0131 hayata ge\u00e7irilebilmi\u015ftir. Dahas\u0131 YEKA RES-1 olarak bilinen 1 GW kapasiteli ilk r\u00fczgar ihalesi <\/span><a href=\"https:\/\/enerji.gov.tr\/eigm-yenilenebilir-enerji-uretim-faaliyetleri-yeka-modeli\"><span style=\"font-weight: 400;\">2024 y\u0131l\u0131nda iptal edilmi\u015ftir<\/span><\/a><span style=\"font-weight: 400;\">. Ayr\u0131ca 2024 y\u0131l\u0131 sonunda YEKA kapsam\u0131nda 2025 y\u0131l\u0131nda ihale edilmesi planlanan 1,2 GW\u2019l\u0131k r\u00fczgar kapasitesi duyurulmu\u015ftur. YEKA projelerine yat\u0131r\u0131mc\u0131 ilgisini art\u0131rmak ve projelerin ger\u00e7ekle\u015fme oran\u0131n\u0131 desteklemek amac\u0131yla 2024 y\u0131l\u0131 sonunda <\/span><a href=\"https:\/\/enerji.gov.tr\/duyuru-detay?id=30502\"><span style=\"font-weight: 400;\">\u00e7e\u015fitli d\u00fczenlemeler yap\u0131lm\u0131\u015ft\u0131r<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Son d\u00fczenlemelerle YEKA ihalesini kazanan santrallere batarya depolama kurulum hakk\u0131 tan\u0131nm\u0131\u015f, devlet taraf\u0131ndan verilen \u00fcretimi k\u0131s\u0131tlay\u0131c\u0131 talimatlardan kaynaklanan gelir kayb\u0131n\u0131n kar\u015f\u0131lanmas\u0131, iletim bedeli muafiyeti ve elektrik sat\u0131\u015f fiyat\u0131na belirli bir alt s\u0131n\u0131r fiyat g\u00fcvencesinin getirilmesi gibi yat\u0131r\u0131mc\u0131y\u0131 mali a\u00e7\u0131dan koruyan h\u00fck\u00fcmler devreye al\u0131nm\u0131\u015ft\u0131r.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Buna ek olarak T\u00fcrkiye hen\u00fcz hi\u00e7 kullanmad\u0131\u011f\u0131 bir kapasiteyi hayata ge\u00e7irerek 2035 y\u0131l\u0131na kadar 5 GW deniz \u00fcst\u00fc r\u00fczgar santrali kurmay\u0131 hedeflemektedir. 2023 y\u0131l\u0131nda deniz \u00fcst\u00fc r\u00fczgar enerjisi projeleri i\u00e7in Ege ve Marmara k\u0131y\u0131lar\u0131nda d\u00f6rt farkl\u0131 b\u00f6lge belirlenerek teknik \u00f6l\u00e7\u00fcm ve \u00f6n fizibilite \u00e7al\u0131\u015fmalar\u0131na ba\u015flanm\u0131\u015ft\u0131r. Ayr\u0131ca bu santrallerin mevcut durumda uygulanan yenilenebilir enerji desteklerinden de faydalanabilmesi yat\u0131r\u0131m\u0131 desteklemektedir.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">T\u00fcrkiye\u2019de halihaz\u0131rda hayata ge\u00e7en \u015febeke \u00f6l\u00e7e\u011finde bir depolamal\u0131 santral bulunmasa da \u00f6nlisans s\u00fcresi 2030 y\u0131l\u0131na kadar olan yakla\u015f\u0131k 33 GW\u2019l\u0131k depolamal\u0131 r\u00fczgar ve g\u00fcne\u015f enerji santrali bulunmaktad\u0131r. Bu de\u011fer yat\u0131r\u0131mc\u0131n\u0131n depolamal\u0131 santrallere olan y\u00fcksek ilgisinin ortaya koyarken gerek UEP\u2019te, gerekse LTS\u2019de 2035 hedefi olarak belirtilen 7,5 GW\u2019l\u0131k batarya depolama hedefi mevcut proje stokunun olduk\u00e7a alt\u0131nda kalmaktad\u0131r.\u00a0 Bu durum resmi hedeflerin g\u00fcncellenmesi gerekti\u011fini ya da batarya depolamal\u0131 santrallere tahsis edilen kapasitenin yeniden de\u011ferlendirilmesi gerekti\u011fini g\u00f6stermektedir.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Depolama sistemleri \u015febeke istikrar\u0131, elektrik arz ve talebinin dengelenmesi ve yenilenebilir enerjinin \u015febekeye entegrasyonu a\u00e7\u0131s\u0131ndan kritik bir konumdad\u0131r. Bu yat\u0131r\u0131mlar, enerji g\u00fcvenli\u011fini art\u0131rmakta, fosil yak\u0131t ithalat\u0131na olan ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 ve bu ithalat i\u00e7in yap\u0131lan \u00f6demeleri azaltmaktad\u0131r. Ayr\u0131ca T\u00fcrkiye, enerji g\u00fcvenli\u011fini art\u0131rmak, \u015febeke istikrar\u0131n\u0131 g\u00fc\u00e7lendirmek, talep-arz dengesini iyile\u015ftirmek ve enerji kaynaklar\u0131n\u0131 \u00e7e\u015fitlendirmek i\u00e7in \u00f6zellikle <a href=\"https:\/\/ember-energy.org\/tr\/analizler\/orta-asya-ve-kafkaslar-icin-yesil-enerji-koridorlari\/\">Orta Asya ile enerji koridoru<\/a> ve b\u00f6lgesel i\u015f birliklerinden faydalanabilir.<\/span><\/p>\n<\/div>\n        \n              <\/div>\n                <\/div>\n\n\n  <\/div>\n<\/div>\n\n\n<a id=\"hedeflerin-ulusal-katki-beyanina-ndc-da-yansimasi-\" name=\"hedeflerin-ulusal-katki-beyanina-ndc-da-yansimasi-\" class=\"section-anchor-point\"><\/a>\n\n\n<div class=\"section text-block whites padding-small\">\n  <div class=\"container\">\n    <div class=\"row\">\n                  <div class=\"column\">\n                          <div class=\"w-richtext\"><h4><span style=\"font-weight: 400;\">Hedeflerin Ulusal Katk\u0131 Beyan\u0131\u2019na (NDC) da yans\u0131mas\u0131 gerekiyor<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">T\u00fcrkiye&#8217;nin <\/span><a href=\"https:\/\/unfccc.int\/sites\/default\/files\/NDC\/2023-04\/T%C3%9CRK%C4%B0YE_UPDATED%201st%20NDC_EN.pdf\"><span style=\"font-weight: 400;\">Ulusal Katk\u0131 Beyan\u0131\u2019ndaki (NDC)<\/span><\/a><span style=\"font-weight: 400;\"> 2030 emisyon hedefi, 2022 y\u0131l\u0131ndaki toplam emisyon seviyesinden yakla\u015f\u0131k %25 daha y\u00fcksektir. Bu hedef mutlak bir azalt\u0131m\u0131 i\u00e7ermedi\u011fi gibi ayn\u0131 zamanda mevcut r\u00fczgar ve g\u00fcne\u015f kapasitesini (32 GW) 2035 y\u0131l\u0131na kadar yakla\u015f\u0131k d\u00f6rt kat\u0131na (120 GW) ula\u015ft\u0131rmay\u0131 hedefleyen yeni hedefleri de yans\u0131tmamaktad\u0131r. Dahas\u0131, g\u00fcne\u015f enerjisindeki mevcut geli\u015fmeler 2025 y\u0131l\u0131na kadar belirlenen hedefin \u00e7oktan a\u015f\u0131ld\u0131\u011f\u0131n\u0131 g\u00f6stermektedir. Benzer \u015fekilde r\u00fczgar enerjisindeki mevcut potansiyel, ger\u00e7ekle\u015ftirilen y\u0131ll\u0131k kurulumlarda daha fazlas\u0131n\u0131n m\u00fcmk\u00fcn oldu\u011funu ortaya koymaktad\u0131r.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Di\u011fer yandan T\u00fcrkiye\u2019nin temiz enerji d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fc s\u00fcrd\u00fcr\u00fclebilir bir \u015fekilde ilerletebilmesi i\u00e7in elektrik talebindeki art\u0131\u015f\u0131n \u00fczerinde yenilenebilir enerji kapasitesini devreye almas\u0131 gerekmektedir. T\u00fcrkiye\u2019nin elektrik talebi son 10 y\u0131lda y\u0131ll\u0131k ortalama %2,8 oran\u0131nda b\u00fcy\u00fcrken 2035 y\u0131l\u0131na kadar bu de\u011ferin %3,5 d\u00fczeyinde ger\u00e7ekle\u015fmesi beklenmektedir. Artan talebin s\u00fcrd\u00fcr\u00fclebilir \u015fekilde kar\u015f\u0131lanabilmesi i\u00e7in ise 2025-2035 y\u0131llar\u0131 aras\u0131nda her y\u0131l en az 5 GW g\u00fcne\u015f ve 2 GW r\u00fczgar enerjisi kapasitesinin eklenmesi gerekmektedir. Ancak mevcut durumda UEP ve NDC\u2019de bulunan hedefler bu d\u00fczeyde y\u0131ll\u0131k kurulum seviyelerini bar\u0131nd\u0131rmamaktad\u0131r.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Bu ba\u011flamda T\u00fcrkiye&#8217;nin 2030 hedeflerini y\u00fckseltmesi ve yeni 2035 hedeflerinin 2025 y\u0131l\u0131nda g\u00fcncellemesi beklenen NDC\u2019ye dahil edilmesi T\u00fcrkiye i\u00e7in \u00f6nemli bir f\u0131rsat sunmaktad\u0131r. 2035 hedefleri, mevcut UEP&#8217;e k\u0131yasla kapasitede %45&#8217;lik bir art\u0131\u015f\u0131 yans\u0131tmakta olup yenilenebilir enerji kurulumlar\u0131nda g\u00fc\u00e7l\u00fc bir art\u0131\u015f\u0131 i\u015faret etmektedir. Ancak 2035 hedeflerinin ara hedeflerinin tan\u0131mlanmam\u0131\u015f olmas\u0131 ilerlemeyi takip etmeyi zorla\u015ft\u0131rmaktad\u0131r. Ayr\u0131ca 2025 ve 2030 i\u00e7in belirlenen mevcut hedefler, 2035 i\u00e7in belirlenen hedefin olduk\u00e7a gerisindedir. Enerji Plan\u0131&#8217;ndaki 2025 g\u00fcne\u015f enerjisi hedefi \u015fimdiden a\u015f\u0131lm\u0131\u015f olmas\u0131, g\u00fcne\u015f enerjisi ve batarya depolama alan\u0131ndaki h\u0131zl\u0131 b\u00fcy\u00fcmeyle uyumlu \u015fekilde 2030 hedeflerinin g\u00fcncellenmesi gerekti\u011fini g\u00f6stermektedir.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">UEP&#8217;nin bu revize edilmi\u015f hedefleri i\u00e7erecek \u015fekilde g\u00fcncellenmesi ve yeni 2035 hedeflerinin NDC&#8217;ye entegrasyonu, bu hedeflerin ba\u011flay\u0131c\u0131 hale gelmesini sa\u011flayarak k\u00fcresel iklim hedefleriyle uyumu temin edecektir.
