Global renewables deployment rises ahead of COP30, making tripling easier to achieve, but unambitious targets add uncertainty

Targets have not kept pace with deployment

Yet, updated national ambitions still lag behind. National renewable targets still aim for just over a doubling, falling short of a tripling. The sum of global national renewable targets for 2030 has only increased by 8% since 2022. This report finds that the current sum of national targets is 7,793 GW, reflecting a slight rise driven by an increase in China’s 2030 target based on its 2025 Nationally Determined Contribution (NDC), offset by a decline in the assumed target for the United States.

Even as deployment surges ahead of expectations, strong national targets remain essential. They signal what governments intend to support and help the wider system plan for what’s coming.  With less than five years to 2030, this is a valuable opportunity for governments to align targets with the strong deployment underway.

Deployment has accelerated far faster than governments had expected. Renewables are booming, led by solar. But unless countries urgently update their targets, we risk underbuilding the grids, flexibility and storage required to support this extraordinary growth.
