Latest Electrification Targets

Established through the Clean Industrial Deal and the Affordable Energy Action Plan in February 2025. It is agreed, but as a KPI/reference value, not a legally binding target in a directive. Longer-horizon Commission modelling points much higher — around 50% by 2040 and above 60% by 2050 — but those are scenario outputs rather than adopted targets.

More details to come in the EU Electrification Action Plan, which is expected 15th July 2026, which von der Leyen announced on 22 April 2026 and said would contain an “ambitious electrification target.”

Note: EU countries do not all have electrification targets, however their target electrification rate for 2030 is implicit in the National Energy Climate Plans. Ember has calculated them here.

The plan d’électrification des usages was released on 23 April 2026 and it is live, having been passed by decree. It is not yet enacted in primary legislation.

The measures are concrete and dated: no new buildings consuming gas from 2030, a ban on gas in new collective buildings from 1 January 2027, MaPrimeRénov’ no longer funding renovations that retain gas heating from 1 September 2026, increased support for industrial heat pumps from May 2026 and electric boilers from July 2026, and electrification of 500 fishing vessels by 2030.
