France
France was the biggest supplier of clean power in the EU in 2025
Anchor point: Overview
France generated 539 TWh of clean power in 2025, the most of any EU country.
France’s largest source of clean electricity is nuclear (69%). Its share of wind and solar (13%) is below the EU average (30%).
France generated 5.2% of its electricity from fossil fuels in 2025. Its emissions per capita of 0.4 tonnes of CO2e were below the EU average of 1.3 tonnes of CO2e. It ranked 10th for electricity demand globally in 2024.
Expanding wind and solar and a fall in electricity demand have meant that France has cut its power sector emissions and reduced its reliance on fossil fuels – in particular coal – over the past two decades.
As of 1 January 2026, France was aiming for 35% of renewable electricity generation and at least 91 GW of renewable capacity by 2030. For the country’s current targets, see our 2030 Global Renewable Target Tracker.
