Ember submitted feedback to the the Call-for-Evidence on Preliminary Input Data for the European Resource Adequacy Assessment 2026
Background
The European Resource Adequacy Assessment (ERAA) plays a central role in the planning of the European power system. This pan-European exercise evaluates the security of power supply up to ten years ahead and guides policy-makers in their decisions about capacity markets. It will also form a key element in the upcoming flexibility needs assessments.
Ember’s full response can be downloaded, and the key messages are summarised below.
- The potential of demand side flexibility through electric vehicles and heat pumps risks being underestimated because of the lack of floor values in ERAA preliminary data, with many major countries neglecting price-responsive consumption for transport and heating.
- Default values of CAPEX for battery storage, despite substantial improvements with respect to the last cycle, still fail to reflect recent cost reductions and future efficiency gains.
- The alternative scenario Trends and Projections represents a unique opportunity to evaluate the medium-term effects of a potentially intensified fossil fuel price volatility.

ERAA 2026 Call-for-Evidence on Preliminary Input Data – Opened 16 February 2026 and closed on 6 March 2026. The purpose of the consultation was to gather evidence-based feedback from stakeholders and industry experts on the ERAA 2026 scenarios.
