Summary

The need for an Electrification Action Plan

In early 2026 the European Commission plans to publish its EU Electrification Action Plan. The purpose of this action plan is to promote the switching of final energy demand from fossil fuels to electricity across Member States. At the end of August 2025 the European Commission launched a call for evidence, seeking feedback on the scope and contents of its proposed action plan.

Ember’s full response can be downloaded here, and the key messages are summarised below.

  • Electrification will have a profound effect on Europe’s energy system and requires a coordinated effort across Member States. Ember therefore welcomes the development of an EU Electrification Action Plan.
  • The majority of EU final energy demand can be electrified with existing technologies but the direct costs to consumers of switching to electrified technologies prevents their uptake.
  • To reduce direct consumer costs the action plan must address the imbalance in prices of electricity and fossil fuels as well as mainstreaming smart consumption of electricity.
  • A highly integrated and electrified energy system will lower total system costs and these savings will ultimately be passed on to consumers. Achieving an electrified system will require greater investment in storage and demand side response as well as strategic planning of grids.

The European Commission’s call for evidence for the Electrification Action Plan – opened 28 Auguts 2025 and closed on 9 October 2025. The purpose of this call for evidence was to gather feedback on the contents and scope of the Electrification Action plan due for delivery in early 2026.
